This is just... no. You can't just one day say "hey, I'm going to make an uber popular forum", pop over to FP to attempt to whore members and expect it to grow. Just.. no.
Learn how the internet works, how to build a community, develop a website, invest some money, buy some servers, something, because forums just don't cut it on their own, unless they're backed up these days, the big ones steal the users. Write a blog, make a magazine, [b]anything[/b] but just starting a forum. Or just plough on insistant and ignorant, I don't give a shit, but you'll fail on this path.

My dad didn't. He kept working for 10 years, and today he has 174 active members.
Does not sound much, but at least they are still active even after 10 years.
