Guys. I've had the very exact thing happened to me 2 years ago. There is only one way to get it back, and it is insanely stupid. I had well over $400+ on my account, I was pissed when I come to find out that the emails weren't doing anything to help me. I wasn't going to just let STEAM throw my money away like that.
The only way is to sue them. LUCKILY, I was successful. But I wasn't successful in suein' them, I threatened them and was actually getting ready to legally sue them. I contacted my close friend, thankfully I have a close friend who is a lawyer. He contacted the support, and got more deep into the support lines, with the higher ups in management. He had to threaten, provide info (CD Keys, playtime on most of the games, my full details, the last payment and card I used it with, and finally the event that happened.) I ended up getting it back, though it was defiantly a troublesome. Sorry to all of you guys who has been attacked using this method, apparently STEAM doesn't give a horse shit about the method since it has been 2 years since I got mine back and they still haven't fixed it or are really aware of it. I wish luck you every single one of you. If you got any more questions on the process I went through of getting it back, PM me and I'll do my best to answer you. this really makes no sense to me. If you don't accept it you don't want it, so what would the thought be behind disabling your account? But I'm guessing it'd be easier to get your account back if this was the case.

Oh shit, I recently gifted somebody DOD:S. Hoping this won't happen to the person I gifted it to, the only game this guy had before I gifted them dod was HL2, so the guy totally deserved my gift. If this happens, my respect in Valve will be lost entirely.
Dammit, now I too am going to be paranoid in buying games form Steam. I haven't have any problems so far and a friend gifted me DOW 2 and still no problems.
A couple fo the stories make me paranoid about trading on TF2 as well.

I can't even show the picture of the CD key cause the camera either makes a too bright picture which makes it impossible to read or it makes a too dark picture which also makes it impossible to read
