Doesnt make it ok no, but it seems like they are working with you to get it resolved, dont go around saying its a scam just because you had a bad experience. From what I see all you need to do is email them your transaction ID and they'll help you.

They might have responded wrong but unless i'm reading it wrong they're asking for the transaction Id and they'll send him the keys? I could understand his anger and calling it a scam if they send him used keys again but so far hes just an unlucky person who got bad keys right before they took the buy button away for technical issues. All i'm saying is so far it seems like an honest mistake to me, if they refuse to resolve your issue Jord or keep sending you bad keys then i'll believe that its a scam and tell you you were right all you want.

Jord all i'm saying is that there are some people aren't having problems and some are, they've said they're having techincal difficulties and they've said that they're trying to help people get their purchases. I just feel like you're jumping to conclusions saying that its an outright scam.
I just got new keys (for all the games) so now I have 2 spares (which they are saying dont use but I will give them out after it ends to randoms. Not sure if they will work but whatever). I am most likely not going to be getting bundles from them again thats for sure.
