It's out in the us just not on steam.
First of al, this won't be another GTAIV, it is running on the Unreal Engine 3 so if you can run UT3 or Bioshock, it will run.
Secondly, since it is on the unreal engine it will probably ship with UnrealEd (the Unreal Engine SDK) so you should be able to make maps. If I remember, one of the reasons for the delay was to make the map editor more user friendly.

People with an 8800GTX, 2GB Ram and a Core 2 Duo can put it on max with PhysX on and get 60fps, I've heard. So I should be able to. Will make some screenshots once I have the game. Should be in a couple of hours.

I can run UT3 on highest so I guess mirrors edge would work equally well

The game runs great on my E5200, 4GB RAM, and a 4850. No Physx, but I don't really care.
It's much better than I expected. It's actually fun, surprisingly. That's something I can't say about most recent games.
For some reason, though, none of the cutscenes or videos have audio. Anything being rendered in-engine does, and works perfectly, but those animated cutscenes and the video at the beginning don't have audio. I've heard the story is shit, though, so I don't think I'm missing much.
Oh, and why is Faith so god-awfully ugly? I'm gay, and even I care for the sheer amount of ugly cast upon this poor girl.

Thats bad. It's like only, let's say, half of the buyers get a full game.
I can't believe EA did such thing. I believed they would try to milk as much money as they can (Spore, anyone?) from it, than why reduce a number of potential buyers? It would be suicide.
Now, I know physx isn't everything, but it was one of the mostly advertised features.
I didn't notice much physx effects, the ones I saw, I could live without them.

No, ATI cards don't support hardware PhysX, it's not the developer's fault.
