Yes it does. If the characters are all "Do this and then this!" and not "I wish my wife was still alive, you..you remind me of her!" I wouldn't buy the game at all. For me, the characters make up the story, just listening to the NPC's talk about things makes me feel like they are actually humans, and not some Nazi ordering people around
