Most of that consists of recycled stuff which we've been told about or shown before, like avoiding the topic of mods while implying that more care is going to be shown towards the 360 version. Hines is a PR man trying to sell Fallout 3 rather than inform us about it, I wouldn't take his word very far.

Their certainly not using the exact same engine without improvements are they?

They've upgraded it a bit I think.

I hope they made it to where falling doesn't look like floating delicately. It really took away from some aesthetic appeal.

Probably neutral if they are the tech-freak type; If they're the mutant-killing type, go with good.
