Mr Burke is just a guard in disguise. He wants you to blow up megaton so he can throw you into a prison where a ghoul can taunt the race and gender you are playing as.

In oblivion, everything sounded like they were whispering it all the time, but at louder volume. And it seems they have continued it here.

I'll say it again: first time around, I'll skip the bomb and just go to lamping Burke right between the eyes with a powerfist to spare myself having to hear him speak. Nothing he says is remotely charismatic or profound enough to get me on side and it's made worse by the voice actor.
I don't give a shit if they use the same voice actors so long as they do a better job in this game than they did in Oblivion.
Actually I would like to hear voices that I know, gives a warm feeling :3

Burke is supposed to be one of the most important evil characters in the game and straight away, they've gimped any potential he has by giving him the same voice as every other Male Imperial in Oblivion. It's ironic, seeing as he also voiced most of the 'important' Imperial characters as well, who sounded the same as any other peasant, guard or beggar.
I like the voice actors...

If you wanna play a neutral guy, there is really no option to take besides do nothing. However in other situations I'm sure there will be. You know if you wanna be neutral and you're presented with a good/bad choice in the wasteland, I would just walk away and stay neutral.
That's the problem. Too many games interpret being neutral as doing nothing. It's about taking an option which has a balancing effect, while not putting your character into good or bad respectively. Take Mass Effect: the only 'neutral' options are ones which produce either nothing or a negative result (i.e. either you pick Paragon or Renegade or you get nothing but failure). [B]EDIT[/B]: This brings me to something I've been thinking for some time: Megaton is probably the worst example of how karma works across the game, especially if you're trying to show that there's a way to play neutral without doing absolutely nothing.

[B]EDIT[/B]: Hell, it doesn't make sense because up until now, games haven't had an accurate system (even Fallout 1 and 2 forced me more or less into playing as a good character), but here goes: Fallout 3 is (supposed to be) an RPG; it's had two videos about its Karma system and the developers have talked about Megaton over and over again. In case you haven't guessed, it's an important part of Fallout 3. If it [B]isn't[/B] accurate and fails to encompass all the possibilities within reason, then Bethesda may as well have dropped it.
