Level scaling is what was used in oblivion, where enemies and items you find "level up" and get better as you do. if it's like you said, with ammo for the weapons being scarce, then i much prefer that.
Level scaling is where as you increase in level, everything else does as well: Bandits go from wearing fur to leather, leather to chainmail, chainmail to mithril (etc. etc.). They also increase in their other skills. Although this means items you find won't be useless junk and quests are more accessible, it means that your level doesn't give you an edge over your enemies. Worse, it sometimes means that due to the gap in equipment, some enemies are far superior to you. Not including it means that some places are made virtually inaccessible (if you try and head south in Fallout 2 at level one to San Francisco, you'll run into higher numbers of tougher enemies than if you go east to Klamath), but it gives you an incentive to level up. It is. They said they could give you something like a rocket launcher or fatman within 1 hour of escaping the vault, but with like 1 nuke or 2 rockets. Level scaling - The enemies don't improve as you do. If you come across a raider, he'll be easy to kill from the beginning and it just gets laughable from then on. With radscorpions, super mutants etc, it's actually better to run. Literally, run away from them. They'll be impossible to kill from the beginning. But none of them level up with you. Het Fadeway if you could rate the game between 1 to ten what would you give it?
It would be unfair for me to give it an absolute judgement: you can go very far based on actual footage of the finished project, but barely anyone's gone beyond Megaton. Considering how confused Fallout 3 seems to be about what it's supposed to be, a definitive score would also be tricky.

I already have this game reserved and fully paid off. Can't wait.

Then there's the inability to practically rely on VATS more than real time (mouse controls ought to make up for this). Like the fact that your character's non-combat skills matter more than they used to in Oblivion (no more picking Very Hard locks at level one as a tank character) and that they've had the sense to integrate scavenging and exploration as a strong (even if somewhat too strong) gameplay element. I don't like how the game expects me to rely on the compass for everything from random stuff to the locations of enemies, but at least it doesn't indicate absolutely everything on the map (e.g. little islands with loot on them).
hey can you tell me how long it took you to get a laser weapon?
Less than half an hour (after leaving the Vault). I suppose that's a good thing considering that in the previous ones, tagging something like Big Guns or Energy Weapons was handicapping yourself for the early parts of the game, but only preparing you for the later stages. [B]EDIT[/B]: Still, if ammo were weighted, my character would be seriously encumbered.

Only bosses will always prove a challenge. And that's the biggest reason I trust them with Fallout.

He will just [sp]Do like everyone else and shoot you, everyone went batshit insane, just that guy who wants you to save his mother from giant bugs and the mother are ok, the rest is insane and will shoot/melee/burn you immediatly after they see you, i think it's kinda the second part of the shooting tutorial, at this part you can say this game it's DooM, run aroun the Vault, kill everyone, get out. Of course it can happen different everytime you play, one time the guy just exited, the other time when the guy was opening the Vault 101 door the daughter of the Overseer was there, and she talked to you before you exit. Either way, there is nothing more to do than shoot, shoot and shoot before you exit the Vault.[/sp]
What skills are you going to invest in guys? I'm going to be a Marksman on the offensive with survival skills. Then maybe I'll do the power suit with Minigun.
I can't believe how easy it is to get a gun in this game. I mean in fallout and fallout 2 it was a PRIVILEGE to get a gun and ammo.
