Fallout 1 and 2 were made by Black Isle, but they got shut down by Interplay. Bethesda (who made The Elder Scrolls series) bought the rights to the Fallout series and made F3.
In short: yes.

There is no "Oblivion series". Oblivion was the 4th game in The Elder Scrolls series.

They seem to be very powerful weapons anyway.
So what do the other skills do in this one? I could never figure out what skills like Science and Outdoorsman did in Fallout 2.

Science in f2 was for use of computers.
Outdoorsman in f2 was for special encounters and the like.
In case it hasn't already been posted, the skills for f3 and their descriptions:
* Barter: Affects Buying and Selling
* Big Guns: Determines combat effectiveness with oversized weapons
* Energy Weapons: Determines combat effectiveness with plasma weapons
* Explosives: Determines power of mines/ effectiveness of grenades/ ease of disarming hostile mines
* Medicine: Determines how many HP you can heal with one stimpack
* Repair: How well weapons and apparel are maintained and increases starting condition of custom-made weapons
* Science: Affects computer hacking skills
* Small Guns: Determines combat effectiveness for smaller weapons
* Sneak: It's easier to remain undetected, steal or pick someone's pockets; increases critical chance when attacking undetected with this skill
* Speech: Governs how you can influence someone during dialogue and gain access to info
* Unarmed: Determines Unarmed damage
* Lockpick: Used to open locked doors and containers
* Melee Weapons: Determines melee damage
My guess is that tagging small guns, repair and science will still create a good balenced char in f3 like it did in the first two.
So, dear pirates - anyone actually played as an evil character?
Science was used for your character's abilities with things like computer terminals and other technological feats (e.g. giving the SkyNet robot companion a brain, the quality of which depends on your Science skill).
Outdoorsman improved your chances of finding random encounters and your travel speed in the world map, not to mention where you start in relation to the enemy and who goes first once a fight in any random encounter begins.
Is there a thief skill again?

Steal and Sneak have been merged.
I want to plant the detonator, get to the top of the Tenpenny Tower, shove Burke off, shoot Tenpenny in his face and then jog down to fetch Burke's hat.

Still be in their inventory, in the same way you'll still get the whole of some armour if you blow someone up.
