freedom fighters is one of my all time favorite games, the soundtrack in particular and it flew totally under the radar. dark sector was also a game that i genuinely enjoyed, although it did get kind of irritating towards the end of the game. hitman blood money is also one of my all time favorite games; it has a huge amount of flexibility in the way you tackle levels and is very re-playable

It was praised by critics and is still pretty popular with a big community to this day. Same with Conker. Rare games are pretty big games.

Also, I don't really think it's that underrated. There are still a lot of people playing.

When San Andreas came out everyone forgot about them, but Vice City has the best story/atmosphere of any of the GTAs, equalling GTA IV.

Frontlines: Fuel of War and BF Vietnam
Two Worlds. I really enjoyed it, despite the shitty voice acting and bad graphics. Two Worlds II is amazing so far, excellent graphics and okay voice acting.

Splinter Cell: Double Agent and Conviction both got good press, but unfairly fell off the map after they were released. Also, Saints Row 1 and 2 deserve more credit. Not that they aren't popular or well known, but they're considered as just the goofy little brother of GTA, when in actuality they were both fantastic games.
Double Agent and Conviction didn't deserve good press though, they killed the point of Splinter Cell completely. Hell, you can't even use stealth in some parts of Conviction and it's pretty much discouraged during the rest of the game because it's so much easier to shoot everyone.
