A zombie that has latched onto a human (rebel uniform, City 17, refugee whatever) but has fallen on ice and has frozen on one side. (Yep. Episode 3 'inspired'. It's not released yet, but I thing inspire is the right word).
Now, the the zombie is weak on a small patch on its side on the rib area but, for reasons I haven't decided yet it is tougher everywhere else. Probably a form of deep freeze mutation. Ice being absorbed into the molecular structure etc.
Summary:
A zombie (perhaps Zombines too)
Is a woken zombie (not already walking around. Explains partially frozen state)
Killed in the same number of shots as a normal zombie at right ribs.
Right arm frozen. Unuseable. Zombie deals half damage as usual, but is much tougher.
Rest of body part frozen. Moves at same speed but is tougher to kill (3 times more than normal zombie).
Headcrab ALWAYS detatches if only ribs are destroyed. Host body damaged doesn't affect headcrab.
These wouldn't be as common as other zombies. Obviously.

As I read through your post, I thought, "This is bullshit." After finishing, I came. It's an awesome idea. Here's mine:

There have to be people on the Borealis, right? Duh. So who keeps the place in shape? Who repairs it when its falling apart? Construction dudes, like engineers. Basically:
*Has same health as normal zombie.
*Is slightly slower than normal zombie, due to heavy tools it carries.
*It periodically throws said tools at Gordon; they do about 10 damage.
*When hitting objects at Gordon, they fly faster and do more damage, due to the zombie being stronger.
*Attacks do more damage than the original.
*The "frozen zombie" concept could also be applied.
How about a new headcrab with a body consisting of splinters that can lock together with other zombies of the same type of crab and create a giant zombie out of multiple zombies! (cookies for anyone who can guess the source of my idea!)

Or, to boost that idea, A Headcrab, similar to the Poison Headcrab, but it produces small spike like objects, which the headcrab can eject at Gordon, or use to attach to a second host, thus making a dual zombie.
Interesting concepts coming out. Valve Should be listening. ;)
