i've always been told fire is the way to go, meh. why is frost so good then? are the spells just stronger or is it a case of just being able to stop stuff from getting to you entirely because of slows and freezes etc

Nah, in endgame PVE it's just been made newly viable with various buffs - it can hold its own much, much better against Fire and Arcane now (if you're not shit).
