What MMO has the widest character creation?

I've heard a lot of good things about EQ2's customization, but from personal experience I've found that Champions and CoH/CoV have the most character customization and are actually pretty fun albeit repetitive at points, but the same can be said for most MMO's.

They have released videos on the character creation process, it is so detailed you can choose how VEINY your guy is.

Champions Online has the best/biggest/most varied character creation system I have ever used in any game.

Yeah, but that's another level of subtitle attributes that can make your character different.
I know that I will run around in a cowboy outfit with twin pistols and a lasso if i can, I shall also ride a horse.
