Same thing happened to me with Paypal. Steam wouldn't enable my account except if I could get Paypal to send the money with the exact same transaction ID, but Paypal wouldn't do that. They charged back the money because I was on vacation when I tried to buy Final Fantasy Online (75% off) and they thought my Paypal account was stolen..
