I have a hard time seeing whether this is a paint over or a actual 3d model.

it's a paint over, I can see it now.
Actually the face and boots are from the MW2 Army model but everything else is a painting.

It's probably just a script that randomly changes the skin of some NPCs.
Be like Rebels. Just use a randomizer. Fairly certain they're random, right?
