I'm just downloading the mods atm and reinstalling tomorrow since when I install Oblivion/Fallout 3 my computer always goes really slow or locks out until it finishes installing.

my guess is that it's the unnoficial fallout 3 patch
FWE's are pretty good, they're some of the original weapons from FO1/2. Fit right into the game, and enemies carry them.

There's also a beta version of obse for 1.7 also.
I can't seem to enjoy many mods, if I even have a handful of mods active (fully up to date and load order sorted) my game will suffer crashing, at this point i'm just blaming a buggy game but i've seen people with like 3 fucking pages of mods and they don't have any problems.
Once I had unofficial patch, FWE, MMM, WMK, the compatability patches active and the load order set correctly and the fucking game crashed every 5 minutes, it liked to crash during autosaves aswell, this is with the 1.7 Patch.
So there's nothing that can remove the sound device check?

Well, right now I checked the Republic of Dave, and the safe needs a key.
As for Lincoln Repeater, I've checked the museum of history and didn't find anything like a weapon. Is there a terminal or a computer I need to activate for a secret room?
