Just rip off JFK reloaded, make a game where you are the terrorists and the goal is to reenact 911.

Make a game about the Holocaust. Maybe well known terrorist throughout time. Make sure you get it across that you seem to be on the side of the terrorists/Nazis. Give it some legit sounding reasoning like they did with JFK reloaded.
