How would I go about getting a server for me and my friend running? I opened up start server.bat and I don't know what to do next.

Give your friend the link in externalurl.txt.
If he can't connect, you need to forward your ports/set up a static IP.
For you, when the server is up, to connect, go [url=http://www.minecraft.net/play.jsp?ip=127.0.0.1&port=25565]here[/url]. That is, assuming you use the default port, if you don't, change the port in the URL accordingly.

You can't just 'make' a dynamic IP. To do that you're gonna have to talk to your ISP.
I don't know where to get minecraft-server.jar.
