Evidently drugs take precedent, though (unlikely as it seems) it may be a similar drug with similar effects that was invented on the East Coast but referred to as Jet to give players a sense of familiarity.

Bethesda hinted the possible invention of jet by the US military to boost soldiers performances and lower stress on the anchorage battlefield, so we can guess that some of it "fell off a truck" and got distributed to the general populace.
