It has exactly the same requirements as FO3 and runs exactly the same, since they haven't upgraded the engine at all.

Great, don't worry there's no need for fancy stuff and bandwidth shouldn't be a problem because we can host the mods and images somewhere else. We just need categories and every mod should be reviewed if it's not made by someone from the forums. How to present the mods though? A very basic php bulletin board ONLY with the categories as sub forums and locked threads for the mods? The most easy way for sure, because you can moderate everything with ease.
