Is there any mods for NV that allows you, at the race menu, to become anyone. By anyone, I mean Change the Player's face to be exactly like that person.

What the hell?[/QUOTE] If you chose one of the two upgrades for him, use that REFERENCE ID, but if you haven't upgraded him use the default REFERENCE ID. Use only ONE REFERENCE ID, not base ID.
