Has anyone made a mod that makes factions fight more? Preferably having the legion/NCR do scouting mission and what not. I tried looking but couldn't find one.

Holy shit try using the Gob Scout rifle with all the crit-enhancing perks, it fucking pwns. Critical on every shot, you can take down a deathclaw with two headshots.

Actually, West Coast Super Mutants are from a different type of FEV. East Coast Super Mutants use another type. If they look the same, it's probably because of Obsidian re-using models. I've started on a little house mod, and it's going to be more New Vegas-y than the spartan Capital Wasteland Command Center. Really fancy.
