They are just cutscenes, some of them are just funny.
After playing it for a while, this game is really more suited to 4 player multiplayer, with each player taking a particular role, it can still be challenging, but it's not as, frenzied as singleplayer freeplay, where you can end up controlling all the types of vehicles on several emergencies happening at the same time.
