Absolutely none of the worthwhile factions are actually willing to listen to diplomacy, though. Orks, Tyranids and Necrons by their nature are incapable of understanding the concept, Chaos is too insidious to maintain ties with, Eldar have enjoyed sporadic diplomatic ties that are often cut at a moment's notice by both sides (it varies from Craftworld to Craftworld,) and the Tau are at best ignored by the Imperium because of immense ideological differences.
The Imperium is a paranoid schizophrenic when around other races because everyone [I]is[/I] out to get them.

Assuming (control, lol badjoke) that you already installed the game, do this:
- Start the download from Steam, then stop it and exit Steam completely
- Copy/cut the game's folder and drop it on "...\Steam\steamapps\common\mass effect"
- Open Steam and verify the cache.
I did this when I bought on Steam and worked just fine.

Uh I downloaded it from steam one night and played it the next day with no issue.
I remember I had some issues running it on 7 when I had to use my mom's laptop on vacation. Can't remember how I fixed it.
