I'm sure there's a quality in his voice, some sort of effect that makes the voice seem alien. I don't know how to describe it, but it's there, we can hear it.
Is an "echo" the right word to describe it, though? When I think of echo, I think of the voice repeating somewhat, bouncing off the walls of a large confined space. I don't sense that aspect in his voice, though I don't think "warble" or "bubbling" is the right word. It's kind of like being underwater, only it's clearer whilst still retaining the effect.

Finished ME2 playthrough in preparation for ME3. Did every single quest except two. Forged ID quest (Asari never spawned) and the data package quest for those two Salarians at Omega. I convinced them to stay away from Aria but the quest is still marked unfinished.
Amounted to 31 hours 17 minutes with all the DLC, but no scanning (just save-edited all the minerals). 100% in every star system. Good to go.
