Honestly, I think that they still have no idea on what excuse should they use for the massive numbers of Cerberus operatives. Grinding out thousands of operatives every moment and getting away with making sure that no information leak happens AT ALL is just reeking of bad writing to me.

Grunts only know their direct commander and no-one more. They are mercenaries with their equipment provided and only immediate knowledge. As often as possible, communication is done by encrypted communication rather than any kind of direct contact. Layers of hierarchy mean the new recruits know nothing of the Illusive man and everything is kept in the dark.
Easily done if they know what they're doing.
