Well it's not a 'Character Creator' per say.
You either make an existing character then edit them to suit your wants OR
Download a pre-made character that has already gone done the path you wanted in the first place and fully finished the game.

I can't say for the full game, but yes, for the ending they don't.

The ending is literally the biggest piece of shit ever.
So they improved the character creation. So I decided to do some testing.
First I got a ME3 facecode and back-ported to ME2 and to ME1 (using a facecode converter, that is)

Used the savegame editor, after consulting with the Wiki a lot, i think I got everything worked out without a paradox, loading it up I got my full squad back and everythign seems working - yay!
