It was Garrus' way of unwinding from all the hell going on around them. Kind of reminds me of ME2 when you're about to go through the relay, everyone wants one last chance to do something. Except instead of earning their loyalty, you're doing other stuff for shits and giggles, which in Garrus' case was the exact reason for his "date".

If you get Assault Rifle Piercing mod on it, 35% of the damage carries over to an enemy behind cover or behind the enemy you're shooting at.
And with 3 particle rifles going at once anything dies quick. This thing strips shields and armour like nothing.

I loove that Rifle. I just can't use it very well myself. The gun recharges itself so you don't have to worry about ammo, EVER. It can pierce things as you have said, and when it charges up it is DEVASTATING. My friend said it is the same rifle the Collector's use, but I find it's different in many ways. Colour is the obvious difference, but it also handles differently and shoots differently.

It is not the same, but the Collector Beam weapon from ME2 was probably based on this one.
(As the Collectors probably converted Prothean Tech..)

Since the Particle Rifle was refitted to not use ammo, maybe the original was a non organic version of the Collector Beam, which also used ammo but was more powerful and did not overheat.

Yep. Three or four shots (after the shields are down) from a fully upgraded Black Widow work. I personally don't really bother anymore although it's pretty easy, as I tend to die when rushing to the Atlas.
