Apparently you can get the 4000 Effective war assets in SP, I wasn't able to and I did all the sidequests. Got close though, 3800s.
5000 however is impossible to achieve in singleplayer only.

The % is your Readiness, and that is how much multiplayer you've played.

I got to 4.5k War Readiness without touching Multiplayer and killing the Rachni [sp]both times[/sp], it's possible.

I romanced Tali from Mass Effect 2 to Mass Effect 3, wasn't disappointed. Seems like they really appealed to the fan service on her side. Of course, however, her photo is total fucking bullshit.
