They probably have some kind of mass relays, that are just excluded from the milky way's system to travel between galaxies.

And they also use mass relays to get out into dark space, so they probably have a method to get from galaxy to galaxy. Also in Arrival, with the alpha relay it would only have taken them two days to reach Earth, but without it, it will take them two years. So they must have a backup plan or something to reach Earth so quickly.

The space between solar systems is on a completely different scale to the distance between galaxies.
Maybe they have certain Reaper task forces allocated to different galaxies... or maybe our galaxy is best galaxy.

Compared to some random guys who probably don't even have half the service record that Shepard has.
