I was just about to ask the same question. I just finished the game as a Vanguard on Insanity without too much trouble. When I tried ME2 op Insanity as a Vanguard I died way more in one level than I have done throughout the entirety of ME3.

They add on to the Citadel Defense Force if you've authorized it.

After the mission on Palaven, and I assume it's if Kasumi survived the Suicide Mission, you receive a message via the personal computer on the Normandy from Jondum Bau. He wants to meet with you in the Citadel Embassies and will be waiting outside Bailey's office (He's a salarian in black and yellow armor).

It's a shame that the Citadel Defense Force feels like it has no physical effect on the game's outcome and only effects statistical War Assets. They should have had it play some part in the final battle. I mean, everything that happens on the Citadel when [sp]it is moved above Earth[/sp] is an absolute mystery.

Javik is an interesting character, but provides little more than insight and fan service (also, I didn't mean that negatively. Frankly, I love his character). And there are seven squad members in total.
