A lot of the time, she does sound bored. Hell, there are times where she sounds even more deadpan than maleshep.
But it depends on the situation. There are parts where Mark Meer sounds better, and parts where Jennifer Hale sounds better.

This conversation was also quite different when I took Liara and Tali on that mission when I had just called things off with Tali, having romanced Liara in ME1, Tali in ME2 back to Liara in ME3; Tali was surprisingly forgiving.

I think unlocking weapons should be random, but upgrading them should just cost creds.
