the issue is that there's a hefty difference between traveling faster than light and getting anywhere.
Traveling at the speed of light, getting to the closest star to Earth would still take 4.2 years.
If I recall, Mass Effect ships can go something around 12 lightyears in 24 hours, which means the rough maximum speed is 0.5 lyrs/hr. It would take eight hours at this speed to get from Sol to Proxima Centauri, the CLOSEST solar object to our system.
At this speed, you can cross ~4,300 lightyears annually (without accounting for stops, fuel, etc.) The Milky Way is ~120,000 lightyears across. This means, even assuming you have absolutely unlimited fuel, food, air, water, etc., it would still take ~27 years of non-stop flying to get from one end to the other. Add that, if you choose the Destroy ending, all Reaper-derived tech goes poof and you don't even have FTL drives anymore.
As is implied in the Buzz Aldrin Power Hour, it would seem people just sort of gave up at that prospect.

But considering that the Turians can reserve engineer a reaper cannon in under two years, and that all the best scientist were already working on the Crucible toghether, I think them building a new relay isn't that unlikely.

Actually, I think it was calculated to be like 30 years, but then you have to factor in fuel, supplies, and drive discharges, so you'd definitely not be going in a straight line, especially considering there might be expanses of empty space to large to travel across.
