I dunno man, they let me play just about everything. (GTA 4, Fallout 3 and the like)
but they say that this game is not right. I'm at a loss, that's why I need your guys' help.

Buy the PC version in the shop. It will install Steam for you.

If you buy the retail, you have to enter the CD key in the 'activate a product on steam' option in my games tab.

My cousin's 11, he plays tf2. One year more, one year less, does it matter? Age rating is for warning, it is not against law to play the game. And since op plays gta4, I don't see any problem

Just install it and hide the folder, then turn off the option to have it open on startup.
