We have GAME in Sweden.
They have it all plasted in, except the used games.

A friend of mine stole a game from EB a few months back using this exact method - he just peeled the CD key sticker off the inside of the box and walked out of the store.
I work at EB games and was a pioneer that stopped this from happening at our store, now manuals and disks are kept in the counter draws.
Is doing this illegal or is it their fault for negligence

No, GAME owns GameStation.
And all the GAME stores around me have empty cases for the PC section.
Anyway, if I want to buy a PC Game it's either Steam or pre-ordering from GAME.co.uk.

they put the pc section in the worst possible place in the GAME near me. the store is normally busy, and the queue is right in front of the pc games, meaning you can't get to them.
Unfortunately Game are slightly smarter.
All our games in the GameStop I work at are empty, we have it all in a storage room right behind the counter. Used games are kept in drawers so if you steal anything, have fun with the empty box.

I'll always buy my PC games retail. I don't want to go through the trouble of downloading 50+ gigs of games on Steam whenever I reformat or whatever. Besides, I like not having to be online 24/7 to play my singleplayer games.
I have an obsession with buying games on Steam. It makes me feel clean and organized. I despise digging through tons of folders for a game, and I hate looking for discs because I always put my boxes in some place and forget.
This is actually how I got Day of Defeat: Source, Counter Strike 1 Anthology, Half Life 1 Anthology, and Sin Episodes: Emergence. The one in my town has smartened up now, however, and no longer leave CD keys in the display cases.
So you tell the clerks at the front to take the keys out to prevent theft, then you come onto a game forum and tell everyone about it..

I'm pretty sure my local Gamestop doesn't have a PC section anymore. Nobody near me owns a PC that can play games. All consolefags (the bad kind, too)

You're lucky, all the gamestops near me are very professional. Something that stupid never happens there. The only questionable thing they do is occasionally give me free games because I'm a verteran there.
The nearest GAME to me is semi-decent. It's a medium sized shop and there's about 3 shelf sections and a full rack of PC games. The 3 shelf sections are just for 'chart' games and some other newish ones which have just come out of the charts. ('Chart' inexplicably has had stuff like Sims 3 Store Points Code at 3rd for ages), the other section is usually about the same size in all the shops and is all a random collection of classics/shit games/casual stuff for like 3 for £10 or 2 for £15, I've bought a ton of old games from that. Used to go quite often, until I'd bought all the good ones.
Last time I went the staff were all talking about PC games, I was glad.

No, you can exchange it for a new copy of the same game, if it's "defective".
The two Gamestop locations near my place don't put the actual game box on display. They put up a slot filler with a label on it and you have to go to the counter to get the game. Of course, this is only for PC games, but they seem to have figured out that people don't like to pay.
Wouldn't Valve ban accounts for using stolen CD keys? Surely the news could get to them on which CD keys are public, and they could watch to see if the games had been sold?

We actually DO have Gamestops, I've seen one, but that's about it. It's in Toronto
