Valve said in one of their interviews on that Icons show "We need to have the NPCs constantly face and talk to the player, because we want this like a movie and our camera is always moving"

The personality of Gordon is unknown, and personality is one of the things that draws people to vote for character in similar polls. Of course, there's the master chief factor; so obsessed and such a fanboy that they vote for them anyway. I'll bet many people (I would if I could also) will vote duke nukem for his badass factor.
