Okay, so you got scammed, then banned. Send a steam support ticket. If you still have the codes to install the games you bought retail you should include them.

I thought he was saying he got his first account banned, and wanted to transfer his games to another account (having purchased them already). At which point he could just copy the actual folders for the games over to the other computer. He could also simply log into his new account with the games purchased on there and play without having to redownload anything. Then I realized how simple it is, and how that must obviously not be what the OP is talking about.

The games are, the files are not.
