I know that some gym leaders use potions to heal their pokemon during battle (at least in some later versions), could you have normal trainers do the same thing? The game would probably become somewhat harder, if not longer.
Give the Gary all Magikarps and make their evolve level 99 or something higher so that they can never evolve.

Gold/Silver had 6; Ho-Oh, Lugia, Suicune, Raikou, Entai and Celebi
