Dr. Breen dosen't care about Hungary. Also, exploring c8, c19, and c24 would be awesome. Imagine what the canals of Venice would look like under Combine Rule. Or Egypt...What would they do to the pyramids? Would Combine rule change Tokyo into the epic dystopia seen in some Sci-Fi animes? I think it's fascinating to combine real exotic places with Alien stuff. Like, what would a Chinese-themed spaceship look like? Or how about a giant Space Station that looks like an temple in India?

Still, every city named on that list is not not canonical, so this is all considered a fanfiction unless Valve confirms it.
