Honestly, being unbiased on where I live (Sydney :P), I'd love to see what Venice would look like under Combine rule.
City 17 is supposed to be a non specific city. It's a fictional city based on parts of real ones. It wasn't modeled after any one city, it just used a variety of Eastern Europe structure architecture design.

The citizens would end up being relocated to the larger numbered cities (that was they'd be able to keep a better eye on them), exceptions being in areas which could prove useful to the combine (Areas with large scale Industrial facilities etc.) in which case the citizen population would be move as to close to thous areas as possible creating labor camp like areas.
