Probably works as in, only trees that are loaded, decay, so if you're not in the chunk or recently have been, they won't decay, because the reason he disabled decay was because of forest biomes causing overflows of data.

It's the black stuff at the corners of the screen to give the game a realism/ambient look when in caves/in the night.

Vignette is the slight blurring of the edges of the screen.
So I assume it's a vignette overlay.
