Not that I know of. Use either Tree Drops mod or Decaying_Leaves_V5.

I didn't even know leaves were supposed to drop. I've never seen them do that since I first started playing.

Nothing has ever dropped from leaves, Treedrops just adds that.

A friend of mine built a high-yield cactus machine on our private server. I says to him one day "What in the world are we possibly going to do with all that cactus?"
Today I found my answer, and got straight to work.
