What OP is saying is that he can send Valve "proof of purchase" for that copy of half-life 2 and get the password for the account it's registered to.
I got VAC banned once for experimenting with cheats in CSS. I wanted to join a clan but their servers were VAC secured. I stopped cheating a long time before that, but the VAC was permanent. Since I was popular amongst the clan members, one of them actually went to Walmart, opened up a Half Life 2 box (which came with CSS) when nobody was around, and took the CD key sticker and shared it on Steam Friends. I feel bad for the poor idiot who buys the open box.

@OP: You have to send them a picture of the CD key and a picture of the reciept used when purchasing the game within 90 days of initial purchase. You can't touch the dude's account.

Ah man, this is bringing back memories. I was introduced to Valve via a friend showing me his copy of Counter-Strike: Condition Zero. I played the shit out of it. The same friend then bought Half-Life 2 and showed it to me. Thus began my long relationship with Valve.
I bought Half-Life 2 as an adult. What now bitches, what now?
