The Combine don't use the .357 or the Crossbow because they already have better weapons. The Rebels don't use them because they use Combine weapons, which are probably a lot more common.

I don't see who would use a 357 in the Half-Life universe. Really.
In Hl2, there's a dead body with a crossbow, by the fuel station if memory serves (I know someone else has already pointed this out) In Ep1, there's a confiscation room which you break into, and there's another crossbow there. Barney hands you two crowbars, one in HL2 and another in Ep1. No-one else uses these during the game, becuase generally speaking, charging gun-wielding adversaries with a length of metal doesn't work out to well. As for the crossbow, I'd assume that they're hand crafted, so there'd only be a few lying around. IRL, Valve couldn't be bothered to make the animations for NPCs. Still doesn't explain all the crossbow ammo lying around though.

Then again, if you look, the metal rod is glowing orange before he puts it on the crossbow, but it could be due to rust.

They just can't handle the weapons awesomeness so they hand it to the only badass left in the universe.

Well the thing about the crossbow and 357 is they're both high precision weapons, and high precision weapons are usually saved for snipers. And the combine snipers have their own sniper rifle so...

Besides, don't the Combine already have a sniper rifle? In a story line point of view Barney uses the 357, since you pick one up next to his dead body. But other than that, it was probably because they would be over powered for your average NPC.

Probably because if you were faced against these 3 weapons, you're fucked. Crossbow : One shot kill, you're pinned down. .357 Revolver : Pretty strong damage, you'd be fucked playing against that. In real life, it's a rare weapon. Crowbar : They already have their stun sticks in use. Plus, what modern soldier runs around beating people with a rusty old crowbar? I don't know how to put it why rebels prefer not to use it. Anyway, I tried spawning NPC's with these 3 weapons and it never works. They were not programmed to handle these particular weapons.
The AR2 is powered by the same technology that the core was in Episode 1. Dark energy cores to be specific, which can be seen powering various things and shooting from your AR2 rifle on alt-fire.
