The Crossbrow struck me as more of a homemade weapon that you pick up along your journeys, why there's ammunition seemingly designed for it I don't know. And why would you run up to any combine and beat their face in with a crowbar when you have this perfectly fine SMG with enough ammo to last a year?

I've read what some NPCs say when you die, and one of them is "Someone get his crowbar." I mean seriously, what the fuck is with the crowbar? It's worshipped or something, and the odd thing is, there are no other crowbars in the game. You'd think at least 1 or 2 civilians made use of crowbars in the rebellion, considering they're a common item in real life.
