That reason would be that FF7 was the game most FF fans played first, and people have a tendency to hold on for dear life to their 'firsts'.

He is both a great villain and an interesting character. He isn't truly evil, he's just protecting his dream from outside influence (you), even if it has already failed. He tries to kill you many times, but you can't help but sympathize with him. Plus, he has some of the best and most quotable lines in the game.
