Closest thing I can think of is Fraxy, but it's more you can customize the enemy ships.
SOundtrack for Touhou series is awesome.

Bullet hells aren't clever or amazing or anything, they're just terrible games. First off, the hardest part of any bullet hell isn't the bullets, it's finding out what your ships hitbox is. Most of the ships you fly around are just huge anime characters that for some reason shoot lazers from their heads. Only 2 pixels truely matter in this giant mess of a ship and so it's your job to figure out what it is. Second off, there can be a million of these and they'll all be the same fuckin' thing. No environment, no change ups in gameplay, no nothing. It's just there's your ship, and there's a giant wave of things that will trigger your ships death. Hold down fire button, bam. You can pretend like you made a real game now.

In the games I've played there's a button that shows you where your hitbox is and slows down your ship for easier control.
I really like these games. I've got Mushihimesame for the PS2, and it's pretty cool. I like the music and graphics very much.
