You can't compare that. You can't compare AI designed around the basis of making AI as realistic as possible versus AI designed for a game that focuses more on storyline, overall gameplay, and various other things. Plus they have to accommodate for hardware limitations. Near the end of studios releasing games, they are usually forcing a metric fuckton onto one disk. They have to make sacrifices. In gameplay videos Bungie staff has even stated they couldn't fit in all the weapons they wanted because weapons take up a lot of space.
