Do we even know it was on earth? It could have been anywhere, anytime the Brutes weren't that new of an addition, its just that they hadn't been brought to bear against the humans yet.
As for the different languages, the ODST is made up of the most elite special ops units of every country in the world, and some other planets besides, so that may explain it.
LOVED that trailer, the only thing I disliked was how the brute's arm went back- the guy on the ground was shooting at the banshee behind the brute, right?
I also thought the ODST shirts the instructor war wearing looked a little too clean, but whatever.
I have to remember to reserve this game.

Actually the brutes were the first Covenant to fight the humans.
As for the Banshee I think it was hit by a missile and crashed into the Brute saving the ODST's life

But we should have still been fighting elites at that point. The Covenant civil war was just starting and you
would think there would be elites that stood with the prophets even after the split, I mean the prophets were like freaking gods to them, and their Arbiter was a condemned criminal why the hell would anyone follow, let alone listen to him?
I think it was a Bungie compromise for the people who liked brutes, because I bet in Halo: Reach there will be elites but no brutes.

Brutes were the first? Where was that, in Halo wars or a book? Need to keep up with it.
There were few elites in Halo 3 too, I could be wrong, but I counted no more then 8-10 of them in the entire game. And only 6 or so hunters. This is going by Normal mode.
I personally think the elites were kind of preoccupied fighting the other subservient races of the covenant to really be all that bothered helping out the humans. They only sent a handful of ships to help glass some of the planets in H3. Of course, the Arbiter and Halfjaw were part of that force but it would have been dumb if they didn't go and knew the last surviving prophets were on Earth.
The civil war was extremely costly to the elites, and to draw a parallel to star wars, the civil war was like order 66 for them, and while they still kicked ass, they took some heavy losses as well. Look what happened on high charity prior to the floor taking over; they got butchered wholesale.

Indeed, the Covenant Civil War was devastating for the Elites, however, they did almost as much damage(albeit only because the Master Chief was able to neutralize High Charity and decentralize the Covenant leadership, and because of the ongoing battle that was occurring right on and over Earth). It was for that very reason that the Elites didn't send many ships to aid the Humans; it's a marvel they even sent the small task force they did, even with the large amounts of Covenant ships they were now in control of, they didn't have many to spare. The Brutes were likely slaughtering the Elites in ground combat, but getting demolished in space combat; it was essentially a draw, until you factor in numbers, which, until the end of Halo 3, the Covenant Loyalists had in their favor.
However, you also have to count in the fact that the civil war was quite far reaching; the grunts were likely torn between each other, as those on board Sangheili controlled ships sided with the Sangheili(likely due to the fact that they respected them), and those with the Jiralhanae sided with them out of pure fear, or religious fervor. The Jackals sided with the Brutes, probably because they had no choice, and the Hunters probably were in the same case that the Grunts were; especially seeing as the Lekgolo were only a part of the Covenant due to fear of annihilation.
