Garrysmod, First I didn't know what to do but then I discovered the Q menu and went like "HOLY FUCK THIS IS AWESOME" I used to feel king of the world after loading flatgrass because I knew that would be my territory to abuse, my little playground. I miss that feeling now, I got used to it.
GTA1. Oh the memories. Those car chases were so fun.

I think I'm going to have to jump the bandwagon and say GTA III. GTA2 had that freeroam but it was too hard to distinguish because of it's top down limited perspective.
Who framed Roger Rabbit was the first free roam game I played.
IIRC it was GTA 2, either that or that freaky-ass pandemonium game. I felt free, even if it was linear.
GTA or Fallout.
I think It was probably Morrowind.
GTA1 It's freeware now, I played it and man does it look bad. Oh and Carmageddon 1 was extremely open for a racing game, plus you didnt have to race so I guess that counts.

Original Just Cause. However I was aware that sandbox games existed before that.
Grand Theft Auto 2 Back then i was originally going to buy some other game, but when i bought it i found out someone put the wrong CD in it, and the game on the CD was GTA 2 Oh god if somebody wouldn't have made that mistake i never would have played the awesome game known as GTA 2

Driver 2 playing with wheel and pedals was awesome
Probably GTA1, but I would personally consider Carmageddon. Yeah, you're supposed to race, but that doesn't mean you have to, and each level was basically one of a collection of large worlds with some checkpoints scattered through it. You could actually go where you wanted, reinforced by the other 2 win conditions - wrecking every other racer, or killing every last pedestrian on the map. Ah damn it cyanidem basically posted the exact same thing. :v:
Destroy All Humans, then GTA, then Destroy All Humans 2, then other games leading up to gmod.
Morrowind. That was a good game, actually it still is a good game. Except the whole "you can't hit anything without weapons training". That pissed me off so much.
Either Destroy all humans or this really old game called "Road Trip: Adventure". I used to love that game until my brother deleted all my save data.
I would say GTA3. Either that or Driver 2, although Driver 2 was definitely less sandbox.
Either GUN or Driver.

While I played sandbox games before, Fallout 3 takes the title, since it was the first in which I really understood that I could go EVERYWHERE. Crawling out of the Vault and being given this free, open world was great.
